ECHA Publishes Regulatory Strategy on Flame Retardants
ECHA has just announced the release of its Regulatory Strategy for flame retardants.
ECHA’s strategy report identifies aromatic brominated flame retardants as candidates for an EU-wide restriction due to their known or potential PTB/vPvB properties. Although the restriction seems to be the most appropriate approach to minimize the exposure of people and the environment to these substances, some preparatory work may need to be conducted and could start with the assessment of the waste stage, and in particular the recycling of material from articles.
Still according to the report, the restriction scope could cover all aromatic brominated flame retardants that are confirmed or will be confirmed to be persistent, bioaccumulative and toxic (PBT) or very persistent and very bioaccumulative (vPvB) through CLH or identification as substances of very high concern (SVHCs).
As for aliphatic brominated and some organophosphorus-based flame retardants, more data is needed to determine if a restriction is necessary. These data are expected to be available from 2024 onwards, and ECHA suggests reassessing the situation for those groups in 2025.
